Administration of user accounts

Management of user accounts is exclusively the responsibility of ADMIN and SUPERUSER roles. Only for those users, the “Administration” section will be visible on the left main menu. System administrator (ADMIN) has permission to view, add and modify all users regardless of their organization; whereas the SUPERUSER role has permission to manage only users under his/hers national/regional association.

General information about user roles and permissions, as well as standard procedures for manipulating data records in the system, have already been described in this document. Please refer to the following sections:

Create a new user

This information will be relevant only for SUPERUSERS of each organization. SUPERUSERS are responsible for creating new user accounts and assigning roles for each person who will have access to the COMET system.

In the Administration area, choose to create a “New User”. The data entry screen allows you to input basic identification and contact information for this person, and most importantly, it allows you to select user roles. Here is a list and a brief explanation of each available role:

SUPERUSER OF THE ORGANISATION


Has permission to perform all actions in the system, has access to confidential information as well as public information. Superuser has the ability to enter, modify and delete all data records in his domain. All support tickets created by the end-users are first submitted for review and resolution to the Superuser.


ADMINISTRATOR OF INTERMEDIARIES

Administrator of Intermediaries can enter and change data of intermediaries (individuals and agencies) and can also enter data about contracts of representation and keep evidence of intermediaries' involvement in player transfers or player contracts (made in their national association).


ADMINISTRATOR OF NATIONAL TEAM


This person handles registrations of players and coaches for the national team and has permission to create, edit, modify and close national team matches under his jurisdiction.

REGIONAL LEAGUE REFERENT

Regional league referent has permissions similar to Competition Admin and Admin of Players and Coaches, however, the scope is limited to Regional league. A person with this role handles the registration of players, coaches and other club officials in his/her league. This person is also responsible for creating and managing competition data and scheduling matches for the league. Match reports are typically handled by other users, however, user with this role has the ability to modify their input if necessary.

ADMINISTRATOR OF CLUB REFERENTS

This person is responsible for the administration of club referents and has permission to create, edit and modify club referents in the system.

CLUB REFERENT

This person prepares and enters all the information about players (and all other club personnel) of his/her club. This includes public information and confidential information for each person, as well as any uploaded documents. Club Referents will also be involved in preparing team sheets (starting line-up, substitute players, coaches, technical staff and other team officials on the bench) for their upcoming matches. Depending on Competition rules (reflected in system configuration), Club Referent may not be able to make changes after some cut-off time and will not be able to see the opponent’s team sheet.

CLUB LINEUP MANAGER

This person is responsible for preparing line-ups for his club or its teams including provisional lists, catalogues, and final match line-up.

AMATEUR CONTRACT ADMINISTRATOR

This person is responsible for confirming registrations and contracts of amateur players in his organization. He/she has access to public and confidential information for players, can make corrections to it, can confirm all registrations, contracts and contract terminations.

CONTRACT DOCUMENT VIEWER

Has read-only access to contracts and sensitive documents. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

ADMINISTRATOR OF PLAYERS

This role has permissions to manage registrations of all players for all Clubs in his/her organization and below. This includes full access to both public and confidential information for players. This role is available for users at the National Association level or at the Regional Association level.

REVIEWER OF PLAYERS

Reviewer of Players: Has read-only access to player's confidential information in his/her organization and all the organizations below it in the hierarchy. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

ADMINISTRATOR OF COACHES

This role has permissions to manage registrations of all coaches for all Clubs in his/her organization and below. This includes full access to both public and confidential information for coaches. This role is available for users at the National Association level or at the Regional Association level.

REVIEWER OF COACHES

Reviewer of Coaches: Has read-only access to coach’s confidential information in his/her organization and all the organizations below it in the hierarchy. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

COACHES LICENSING DEPARTMENT

The user with this role oversees seminars and items in the Coach Education section. Also, this person administrates the coach’s application in statuses: License Fee Paid and License Approved.

UNIVERSITY REFERENT

University Referent is responsible for creating seminars and items for Coach Education in FCF. Also, this person administrates the coach’s application in statuses: Entered, Registration Paid, Registration Approved, Tuition paid, Course passed.

ADMINISTRATOR OF OFFICIALS

This person is responsible for entering all registrations and contracts of officials in his organization. He/she has access to public and confidential information for officials, can make corrections to it, can confirm all registrations, contracts, and contract terminations.

ADMINISTRATOR OF REFEREES

This person is responsible for entering and managing all registrations and personal information about referees and referee assessors in his/her organization. He/she has access to public and confidential information for referees and can make corrections to it. Referee Administrator is also responsible for managing referees for competitions and matches that are in his/her domain (= all competitions managed by the user’s parent organization). This includes the following functionality: defining teams of referees/assessors that are qualified for a competition; appointing referees/assessor to individual matches; reviewing referee match reports; reviewing and confirming referee assessor reports; preparing various reports and statistics that include confidential data about referee grades given by assessors, etc.

REFEREE COMMITTEE

This person is responsible for managing certain disciplinary processes, keeping them updated and ending them in the system.

REVIEWER OF REFEREES (VIEW ONLY)

Has read-only access to referees confidential information in his/her organization and all the organizations below it in the hierarchy. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

OBSERVER REPORT VIEWER

Has read-only access to observer report. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

REFEREE ASSESSOR SUPERVISOR

Referee Assessor Supervisor is responsible for confirming Referee Assessor Report which has been finalized by Referee Assessor. This user is also authorized to view the Referee report.

ADMINISTRATOR OF CLUBS

This role is responsible for managing all information for clubs (and teams) in his/her organization. The workflow for managing clubs is fairly simple and it is typically handled centrally. The same rules apply to football clubs, futsal clubs, beach soccer clubs, etc.

REVIEWER OF CLUBS (VIEW ONLY)

Has read-only access to confidential information of all the clubs in his/her organization and all the organizations below it in the hierarchy. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

ADMINISTRATOR OF STADIUMS

This role is responsible for managing all information for stadiums (and all other types of venues or sporting facilities) in his/her organization. The workflow for managing information about facilities is fairly simple and it is typically handled centrally. The same rules apply to stadiums, outdoor football fields, indoor arenas, etc.

REVIEWER OF STADIUMS (VIEW ONLY)

Has read-only access to confidential information of all the stadiums in his/her organization and all the organizations below it in the hierarchy. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

DISCIPLINARY ADMINISTRATOR

This person is responsible for managing all disciplinary cases and sanctions in his/her domain (= organization of the user and hierarchically below). Disciplinary proceedings can be initiated against any football stakeholder, organization or person. Some sanctions are created automatically by the system since the rules are clear and simple (e.g. if a player gets a red card during the match, he/she is expelled and sanctioned with 1 match suspension). Other cases and sanctions must be managed by the Disciplinary Administrator since sanctions are depending on decisions of disciplinary committees and other internal processes. Disciplinary Administrator can also register Disciplinary Managers and appoint them to specific matches.

DISCIPLINARY MANAGER

This role is only available for registered “Disciplinary Managers” in the system. This person can be registered by the Superuser or the Disciplinary Administrator and can be assigned to one or more specific competitions. In that case, the user with this role will be responsible for managing disciplinary cases and sanctions for Clubs and persons participating in those specific matches. Functionally, Disciplinary Manager can perform all actions that the Disciplinary Administrator can do. However, the scope is limited to just those competitions where he/she is assigned.

REVIEWER OF DISC. CASES

Has read-only access to confidential information of all the disciplinary cases in his/her organization and all the organizations below it in the hierarchy. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

COMPETITION ADMINISTRATOR

This person is responsible for creating and managing competition data and scheduling matches for all competitions in his/her domain. Match reports are typically handled by other users, however, a user with this role has the ability to modify their input if necessary. Competition Administrator can also register Competition Managers, Match Commissioners, Match Coordinators, and appoint them to specific matches.

COMPETITION MANAGER

This role is only available for registered “Competition Managers” in the system. This person can be registered by the Superuser or the Competition Administrator and can be assigned to one or more specific competitions. In that case, the user with this role will be responsible for managing competition data, scheduling matches, and appointing match commissioners and match coordinators to specific matches. Functionally, the Competition Manager can perform all actions that the Competition Administrator can do. However, the scope is limited to just those competitions where he/she is assigned.

REVIEWER OF COMPETITION

Has read-only access to competition data. This person can also view all public information at the Cluster lever which is always available to ANY Comet user.

COMPETITION SCHEDULER

This person is responsible for scheduling competitions.

REFEREE APPOINTER

This person is responsible for appointing referees to the competitions and matches.

MATCH OFFICIAL ADD ONLY

User with this role handles the registration of all match officials and creates user accounts for these match officials. He/she can also view the availability of match officials, however, this user is not authorized to appoint match officials to competitions or matches.

REFEREE

This role is only available for registered Referees which are entered in the system. Users with this role have the ability to enter/edit information about the matches in which they participate. For the user with this role, there are some helpful consoles on the main menu, which allow them to access their assigned matches. Only those referees that were assigned as the primary Referee on a match, will have permission to officially „close“ the match report.

REFEREE ASSESSOR

This role is only available for registered referee observers which are entered in the system. Users with this role have the ability to enter/edit referee observer reports on the matches in which they participate. For the user with this role, there are some helpful consoles on the main menu, which allow them to access their assigned matches.

ADMINISTRATOR OF DELEGATES

This person is responsible for entering and managing all registrations and personal information about Delegates in his/her organization. He/she has access to public and confidential information for delegates and can make corrections to it. The administrator of Delegates handles all appointments of Delegates to competitions and matches.

DELEGATE

This role is only available for registered Delegates that are entered in the system. Users with this role have the ability to enter/edit Delegate or any other custom report on the matches in which they participate.

INSPECTOR

This role is only available for registered Inspectors which are entered in the system. Users with this role have the ability to enter/edit custom match reports on the matches in which they participate. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches.

MATCH COMMISSIONER

Users with this role have the ability to enter/edit Match Coordinator report on the matches in which they participate. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches.

GENERAL/MATCH COORDINATOR

This role is only available for registered General/Match Coordinators which are entered in the system. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches. For the user with this role, there are some helpful consoles on the main menu, which allow them to access their assigned matches.

VENUE COORDINATOR

This role is only available for registered Venue Coordinators which are entered in the system. Users with this role have the ability to enter/edit Venue Coordinator report on the matches in which they participate. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches.

MEDIA OFFICER OR VENUE PRESS OFFICER

This role is only available for registered Media Officers/Venue press officers which are entered in the system. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches. For the user with this role, there are some helpful consoles on the main menu, which allow them to access their assigned matches.

MARKETING OFFICER

This role is only available for registered Marketing Officers which are entered in the system. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches. For the user with this role, there are some helpful consoles on the main menu, which allow them to access their assigned matches.

MEDICAL OR ANTIDOPING

This role is only available for persons registered as Medical or Antidoping match officials. Users with this role have the ability to enter/edit custom match reports on the matches in which they participate. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches

SECURITY DEPARTMENT

This user is responsible for entering and managing all registrations and personal information about Security officers in his/her organization. He/she has access to public and confidential information for Security officers and can make corrections to it. The security department handles all appointments of Security officers to competitions and matches.

SECURITY OFFICER

Users with this role have the ability to enter/edit Security officer report on the matches in which they participate.

VENUE MANAGER

This role is only available for registered Venue Managers which are entered in the system. Users with this role have the ability to enter their availability and confirm/reject their appointments to the competitions and matches. For the user with this role, there are some helpful consoles on the main menu, which allow them to access their assigned matches.

VENUE MANAGER SUPERVISOR

Venue Manager Supervisor has permissions to view matches and Venue Manager tab.

USER CREATOR

User creator: This user can create new users depending on his other role in the system. If the user creator is at the same time the Administrator of Referees, he can create new referees in the system. If he has the role of the Administrator of Competitions, he can also create delegates and referee observers. The User Creator, which is at the same time the Administrator of Players, can create new players in the system.

MEMBER - MIEMBRO

A person with a Member role has the ability to login to MyCOMET. MyCOMET is the app used by players and coaches for purchasing registrations and football equipment, submitting seminar applications...

CLUB LICENSING ADMINISTRATOR

Licensing Admin creates new Club Licensing Application Types, Confirms/Rejects Applications by Concacaf (the final status: CONCACAF DOMESTIC/REGIONAL CONFIRMED or CONCACAF REJECTED), administrates all the processes related to Club Licensing.

CLUB LICENSING MANAGER

Licensing Manager creates New Applications for Clubs (from Application Type to status: ENTERED); Confirms/Rejects Licenses Applications after Licensing Experts Confirmed/Rejected all the categories (status SUBMITTED).

CLUB LICENSING EXPERT

Licensing Experts are responsible for reviewing Categories of Applications for Clubs in their Federations/Associations.

CLUB LICENSING APPEAL BODY

Licensing Appeal Body - Confirms/Rejects Licenses in status APPEAL which were previously rejected by Licensing Manager and Licensing Experts

CLUB LICENSING CLUB RESPONSIBLE

Licensing Club Responsible is responsible for submitting the application - status: ENTERED, IN PROGRESS, APPEAL).

Change user password

It may be required to generate new random password for an existing user. This is done in Edit user mode by clicking on “Change password” button (see Selection A). The system will ask the user for a final confirmation before deleting the old password, generating a new one and sending an email notification to the user. Remember that each user must have a valid and unique email address entered in the system. Example of e-mail notification is below:

Deleting users

Deleting user records is not possible from inside the application. However, the same effect is achieved by changing the user status to INACTIVE. This is also done in Edit mode by clicking on the “Deactivate” button (see Selection B).

ID Card Templates

Identification cards of Players, Coaches or any other registered person, can be printed directly out of COMET onto a PVC plastic format (standard dimensions of a credit card). These ID cards may incorporate a Barcode, a QR code or even RFID for purpose of retrieving data, and authenticating the owner of the ID card. QR code, which is essentially a two-dimensional barcode, is most widely used because it has greater storage capacity then the standard UPC barcode and it can be easily read by any smart phone. This is a simple and accessible method for officials to scan the card of an individual, and check whether she/he is correctly registered, has any active suspensions, etc. Design of the cards is entirely in the hands of the association, as long as the dimensions remain standard. Printed information is retrieved from the database, and the positioning needs to be arranged with the COMET engineers. The system allows upload of multiple templates specific to an association and/or type of registration, or even specific to a competition. However, it is also possible to use one standard template for all ID cards printed from the system.

There are two ways to print the PVC card:

  1. Offset printing of the card, then person’s info & photo from COMET - In this case, you would print the design on the cards in advance, leaving blank areas for printing person specific information. Offset printing is much better quality and it makes great financial sense when cards are done in bulk. For this option, user does NOT need to upload any card design images into the system.
  2. Complete printing of card design & person’s information from COMET - For this option, SUPERUSER of the association needs to upload the foreground and background images of the card design into the system. COMET will accept most standard image files, such as .jpg, .png, .tif, etc. It is important that they are of good quality & appropriate size (864 x 564 pix).

The system allows the SUPERUSER of the association to create the templates for these cards and upload foreground and background images of the design. This function is access through the Administration section of the main menu, by selecting “ID Cards Templates”. At the bottom section of the screen, you may Save a new template type for an organization, a competition and any registration type. Once the template is created, then the appropriate design images can be uploaded using the upload “tool” on the right. If the template is no longer valid, it can be deactivated when necessary.

Electronic ID card templates

Accordion panel has been used for separating list of current templates in data table from insert/edit form hence it contains two tabs:

  • Insert/Save

There are also buttons for changing status of existing template, creating new template or uploading new files to the template.

New field "Subtype" of registration

ID card template has new field "Subtype". It allows defining specific template for some specific sub-type of registration. For example, all coaches have template with blue background, but head coaches should have black background.

New field "Electronic ID"

ID card template has new field "Electronic ID". This is a boolean field which tells COMET if printed card is normal id card or electronic id card. If "ID Card" button is clicked, COMET will look for template which does not have "Electronic ID" checked. If "Generate Electronic ID" button is clicked, COMET will look for template which has "Electronic ID" checked.

Generating PK PASS

Confirmed registration contains a button "Generate electronic ID".

If id card template could not be found for selected registration or if ID card template is missing, then COMET will print the basic white PK PASS.

Sending PK PASS to person's email contact(s)

In some associations, changing player registration's status from SUBMITTED → CONFIRMED automatically sends PK PASS to the player's email contact(s). Also, there is a possibility to expose a button for sending PK PASS to person's email contact(s).

Merging person profiles

Merging person profiles regardless of their role (Players, Coaches, Staff, Referees etc.)

!!! Caution! After you execute the merge it can't be undone. You are responsible for any data loss if you don’t transfer it from the person that will be deleted after the merge. Some information is automatically transferred like User, Invoice etc. but for all the data that is shown in the merge console, you are responsible to transfer it to the correct person that remains in the system after the merge.!!!

There are two possible cases of duplicated person profiles. In one case it can be that the duplicate doesn’t contain any useful information and can be deleted and the other were some data needs to be transferred from the profile that will be deleted to the profile that remains.

One person can be deleted

If one of profile can be removed without keeping any data, you can delete it from system. To do that you would click on Edit on the person profile form and click on 'Delete' button.

System will perform check and if the profile can be removed without losing any essential data, it will be deleted.

Merge is needed to resolve the duplicate

In most of the cases, there will always be some useful information that needs to be transferred from the profile that will be deleted to the remaining one. For this purpose, you would use Merge person profile console located in the Administration menu.

On the first page, you need to enter two COMET IDs of person profiles you’d like to merge. In general, the first one will be the one that will remain in the system after the merge, and the second one will be deleted. However, during the merge process, you can switch them at any time.

After entering two COMET IDs and clicking on “Show merge conslole” button the merge console will open up. On the left side you will see the person profile that will remain after the merge and on the right, the one that will be deleted after the merge. Profiles can be switched on click on two arrows icon marked below. Name fields, if there are more than one, the first one is always First name/Family name and others follow (Additional first name / Preferred name / Middle name etc..). Content of fields can be copy/pasted from the profile that will be deleted to the Result profile.

For moving registrations, contracts, contacts and documents, between person profiles, there is a small arrow. By clicking on the arrow, the registration is moved to the other profile. If you click on arrow on profile that will be deleted, it will be moved to the Result profile and vice versa. Whatever data is remained on Merging person will be deleted after the merge is completed.

After all data that is useful is transferred to the Result profile, with “Merge” button you complete the merge process.

!!!Pay attention when doing it, since the process is irreversible. There is no Unmerge option. All data that was left on the profile that will be deleted, will be irreversibly deleted from the system!!!

IMPORTANT NOTE

If you try to merge profiles by leaving registrations that contain appearances on a match, the system will not let you do it. You can see such registrations marked with big exclamation mark next to the arrow for transfer (picture below) and there is a tooltip text that gives you the competition ID.

After a successful merge, you will be taken to the resulting person profile. All connected entities to the deleted profile not shown in the console will be transferred automatically to the resulting profile (users, invoices etc.).

If both profiles had active registrations and result profile after the merge has more than one active registration in same sport, it is a duty of the person executing the merge to correct statuses of registrations after the merge.
